Summary:
The trade of Force-sensitives is a very lucrative business, and dangerous, because Force-sensitives usually don't handle slavery well. So they take them young; as young as possible.

Unfortunately, Jaster Mereel handles slavery with violent deterrence and death before-thought. And Mandalorians love children perhaps more than they love anything else, even themselves.
